Lethargy/Energy Bolt/ Surespell?

So I’m already Wiz3 (lvl 42) and I have Invested points in all major skills (Sleep15, QC 5, Surespell 7, MM 5, EB 1, EQ 1, Lethargy 1) and I don’t know what skill should I invest my points. I’m going w3/ele3/wl. Will I use EB later on (like for its cc), or is it going to be waste of points taking it at this point ? Should I invest points in Lethargy (i know this skill is underwhelming but still) at least to lvl 3 for attribute? What do you think about surespell lvl 10 (lvl7 lasts already longer than its cd so its not really needed to max it - just for longer duration)? I will have about 9 points to redistribute, so:

EB 10, Surespell 7, Lethargy 1
EB 1, Surespell 7, Lethargy 10
EB 1, Surespell 10, Lethargy 7
EB 5, Surespell 10, Lethargy 3

never gone into wiz 3 but that’s how I would put it

Energy Bolt 1 for being a terrible skill, or 7 to make it instant cast.
Lethargy 1 for having terrible scaling, or 3 to get the scaling attribute.
Surespell 10 if you have channeled/charging skills to use it on, 0 otherwise.
