Let us use lower levels skills, even after leveling them up

I noticed that once you level up your skills, such as bringing level 1 to level 10. You cant go back to using level 1.

It’s especially a problem in the case of monstrance, where most of the time you don’t want to cast it at max level.

Just go buy a skill respec scroll.
