I’m about to finish the quest to release the legendary card slot, but the quest involving Neringa (the last one) can’t start because the NPC (Neringa) is not in place (as per print).

Complicated … Now it’s the players who have to fix the game bugs.
I would check for the quest in your log to see if it’s there, and check what level your character is to see if it’s eligible for the quest.
Seeing that the portal is already open I suppose you already talked to Neringa and started the questline before, so you just need to finish the questline in Sausys area.
I would like, but there are NO more quests to do … I went on every floor and Unlock’s quest asks me to do her first quest.
Note, in other chars she appears.
Please post screenshots or video of your quest log, character level, and the inside of the Sausys map if you can.
