You could disable your antivirus, uninstall TOS and re-DL it and try to play it again.
If it works, it’s really your antivirus messing with it.
If it works when your antivirus is disable, then put TOS in the exception list of your antivirus (in your antivirus settings, you should have some quarantine/excluded locations tabs) and then turn on again your antivirus.
If it does nothing, you can exclude the antivirus.
You could also check if Microsoft Security Essentials is the one blocking it or not (the same way an antivirus would).
