from:
top10 gets ranking rewards to top 3 of each base class

This is the โVampireโ costume. Itโs a reward for a PC Bang event in Korea. The event is going on until January 1st, 2019.
If you donโt know what a โPC Bangโ is, itโs basically a net cafe in Korea. In KR, they earn points for playing at a PC Bang and can spend them on items. This item is only available via PC Bangs as a special event.
Our equivalent to this shop is the Popo Point Shop, so we may see this in the future in that shop (but this is only a guess).
There is no indication this will be the only Halloween costume available, if there are any.
