That is not the entire patch, they talk about it at the beginning.
here’s an example from my guildmate who is in kTest now…
as you can see zaibas has now been changed into %value to 333%(of your matk i assume) every 0.3seconds and has 19hits.
There’s no % scaling based on level apparently, only amount of hits…

Since one of them gives a good amount of dex it is safe to assume that dex increases the speed of fencer skills, sweet.
New skill scaling is hmmm 
Example energy bolt formula (192 + 9.6 × ([Skill Level] - 1))% x 2 true hit.
Cyclone formula (164 + ([Skill Level] - 1) × 14)% per hit.

It is on ktest neet, select class and press on the skill.
360% at lv15 per hit… looks very tame.
so for cyclone lvl 15
Its (164 + 196)% per hit = 360 per hit? <-- is this attack or raw dmg?
All % enhance attributes give +0.5% now instead of +1% (?).
Maybe just imc typo
360% of your Physical attack per hit.
If you have 1000 physical attack, each hit will deal 3600.
So…you can only increase the damage up to 50% at max attr level? Sounds very fair to me.
all attributes were refunded, all armor items (gloves, boots, bottom and top) give magic defense and physical defense now, there are way more changes than you think even if they kept the 1% damage is not supposed to stay the same right now
