All it does is a slight flat increase per point spent.
I’m not sure if anything changed during renewal, but classic RO used a combination of hard caps on stats with the geometric progression in their efficiency and a steep increase in cost. Which worked far better for build variety than IMC’s current efforts could hope to be.
From the initial announcement I have expected STR and INT to become %-based modifiers, but i guess it takes longer for IMC to learn their flat lesson.
