Bug Description :
I just went to learn a new attribute and continue my quest. I just so happen to talk to him

Steps to reproduce the issue :

1. Learn an attribute
2. Talk to the NPC "Knight Commander Uska

I think this is just a minor bug that is easy to resolve, good luck devs!

This actually occurred for me without learning an attribute - but I did do the prior attribute quest. Perhaps it’s the attribute quest and not learning an attribute that can trigger this.
