Yes you need to download the korean client which i completely different from ours, and as account wise, i can’t say if you can use a non activated (by local mobile) to play it, there was once a midnight blocking for these kind of accounts, not sure how it goes now, i do have this kind of account there but ever was able to participate on cbt selection because it wasn’t activated.
the hardest part to register is you must have a korean citizen number and korean mobile phone number to verify your account. Or you can buy the account for 10$, many websites sell them.
