They’re just placeholders to give a sense of how big the environments are compared to the characters.

If I had to guess, they were concept art for the scale of your character versus the map.

Very likely to be that.
Those are concept art for the maps. People who make maps and backgrounds in a big complex game like ToS are usually not the same people who make characters designs.
The person who made those concept art maps probably made those placeholder characters to give a notion of proportion and didn’t bother making them very detailed because someone else was already in charge of making the characters designs.

Yeah,I also figured it was to show design wise [and to us as players] where characters were meant to be able to [and can] go on some of the maps.
