What’s the deal with the isolated library in Roxona West Building? or is it just me? (lol)

Bug Description :
Is the isolated library in Roxona West Building suppose to really be ‘isolated?’ or is it a blackout bug? Just wondering because picture goes away when I enter that area and I have to click around to get back out of it.

Update: for some reason the transportation devices in in Roxona building aren’t working for me, can anyone concur?

If you’re a wizard, try an auto-attack and see if the energy bolt is fired. Sometimes I click on portals and they don’t work simply because my character got desynched and lost connection. Also try with keyboard if mouse doesn’t work, sometimes it’s simply a mouse bug.
