Nope this is intended. If you buy some tp (when that feature comes out) you too can buy some magic scrolls and add stats to hat costumes 
Some will tell you that it’s possible to get these items as a free player but some math tells us it would take around 36 hours of dungeoning to get ~1 such scroll.
why is Unenhaceable written on it then ?
by Unenhaceable, it’s mean you can’t use anvil to enhance it, just that.
upgrade using anvils I think…
