Hello , just wanted to ask if this Wizard build is good / viable. (for Pve)
It’s fine, it will just feel slow till you reach Sorc c2. You can go either Sorc c3 for more damage on Summon Familiar or even better Warlock for more skills in your rotation.
It looks more like a PvP build to me, you don’t really have a good number of skills to use for general PvE.

Max Invocation and Surespell. Surespell gets annoying to recast and you won’t notice these 2 points extracted from Energy Bolt. For Invocation you want max duration and passive attribute that you can get only at skill lv5.
On which skills i should reduce the skill level to get skill points for Invocation?
Your first build or wiz3, link, necro 2 is what im shooting for. Currently wiz 3 working on linker so still time to let the pro’s compile information.
