Go to the left of Klaipeda below the Onmyoji master. If you did return less than 30 days ago, there should be a NPC there that allows you to change your characters’ class.

yes, that’s what he meant, there is an NPC there that allows you to change base class, if you haven’t logged-in during and after the REbuild patch.
