I know it says South America (I’m from Perú), but everyone there seems to be from Brazil, and I don’t speak portuguese at all. The TP is cheaper for that server and I get a way lower ping there as well, but it’s all useless if I can’t communicate with anyone. I’ve been playing on Klaipeda so far and it’s all been good, except for some horrible ping spikes.
I just want to know before I invest more time on my Klaipeda character 
just stay in klap and use a ping-thingie software.

i use pingzapper, im from NA but i play in SEA my ping is really low 
Yes, it is mostly a Brazilian server, even tho I’m pretty sure there are plenty of ES guilds there, I think it’ll be better for you to stay in Silute bc of cash buying(Paying in dollars is going to suck hardcore, unless you’re not planning to buy TP ever) and, ofc, ping! 
Use the universal language, English.

Well, I just tested ping on both servers with //ping and I got around 160 on Silute and around 180 on Klaipeda, which isn’t a lot of difference tbh. I may get ping spikes every once in a while, but I think I’ll stay on Klaipeda because I’m too lazy to start again 
I can deal with 20 extra ms.
Brazil is a massive region, if you wanna play on Silute you should expect at least 95% of people being brazilians, if you have trouble to understand portuguese I can say that english is still a valid source of communication, most of them understand english. But yea, it feels really bad to be surrounded by a language you don’t understand, you’ll have to decide if you can handle it or not.
That’s because Silute’s server location has been changed back to NA East Coast, same as Klapedia/Orsha due to some DDoS attacks apparently.

Then I guess there’s no point in changing servers other than cheaper TP, but I don’t really plan to buy TP any sooner. And when I do, I’ll just deal with the higher price.

It’s in US as right now, but when come back to South America should lower your ping.
Brazil is huge and has a big story with Ragnarok.
If for you is easier to understand english than portuguese, better go for NA servers.
The ping should be a problem. Atm Silute servers are in NA
