Since the only restriction I saw is “Level11 Pandemic”,
will it be available in PD C2 if I have a Pandemic gem or Divine Might (well this one seems impossible…) ?

Sadly you need c3 pure lv11 pandemic
But PD c3 has nice attributes
You can increase a lot your DoT with quick ticks of incinerate and BDS
Totally worth go PD c3

Basically this. The system recognizes if you actually put 11 points onto pandemic, so no, it won’t be available at circle 2 even if you use divine might or have a monster gem. Besides, even if you could take it, the attribute will automatically turn off if you don’t have the required level. It’ll be a hassle to keep turning it on after using divine might.

yeah! it sucks balls that they put some dumb limits like how magnum opus has 6 levels to force you into C3…
forced progression is something I hate with passion and make many C2 feel unappealing or worthless…

May I ask if it is still viable with only PD2 ?
My build will be C2-Diev1-Pala3-PD2-Tao2/Tao1-Miko
Mainly focusing on supporting, but still want to have some DPS with Pala Sanctuary.
PD in my opinion is either C1 (filler) or C3 (core PD), C2 is a bit weird and wasteful.
Cleric2-diev-paladin3-PD (or kabbalist) then inquisitor2 is a standard pala-inqui build. If you wanna do support, taoist2 can replace inquisitor. I don’t like Miko much. The cost seems to be too high for its value. The only time I will suggest miko is diev3 with clap, but I have no experience with miko.
