With rough calculation, each arrow will deal skill dmg + physical damage (not being divided by 16).
And yes, it can be 3200% attack skill, provided you take max 100% bonus attribute and provided each attack successfully hits. Do not forget that while you are landing the Multishot, you cannot do another action/attack until all the 16 arrow lands.

Don’t forget the downside for Multishot:
For QS’ Rapid: it is easily avoidable (only in 1 line, even bosses move around).

As far as my knowledge goes, Rogue’s Burrow cannot be combined with the other skills (just like Kneeling Shot or Hanging Shot). Most likely, the effect of the previously cast skills (except buffs) will be gone when you cast Burrow. Just like if you are trying to cast Running Shot + Kneeling Shot. CMIIW, I have not tested in-game.
One problem with Multi-shot is that it is not an AOE attack. The skill automatically targets a mob within the casting circle and do a very small splash. Most of the time, your shots will be split among a group of mobs.
Ranger’s barrage and QS’s rapid-fire both do true AOE damage. Especially with the recent buff to QS’s rapid-fire: you can now charge rapid-fire while running around makes the skill a lot more flexible.
