Is Ledas neckLace working?

Hi Guys check the video bellow

With ledas necklace my damage is 5400-5500 without ledas is 5000

Is this right? am I missing the damage formula? or it is a bug?

Looks like it is working.
They add +50 to the skills %, like nerfed Agny, not to the damage the skill does.

Sounds… a little bit underwhelming if you take into account level requirement (lvl 270) and craft cost. Even more so when compared to Agny necklace (lvl 120) that has same effect but for fire skills, way way cheaper craft cost and arguably better stat bonuses.
