Just wondering if this is a legit legal thing to do …this happens to me pretty much every time I come into contact with anyone anywhere lol…so legit question do they plan on doing anything about it or is it just free reign. Wondering If I need to change my play style know what I mean …O.O

Depends on if they are doing it to harass you or not, if it’s repeatedly targeted at you you can capture it with the in game video recorder and report them.

I remember reading somewhere IMC saying that players would compete for mobs. So…
Dude… if someone is KSing you EVERY single time you’re playing… you’re either the one KSing people or playing this game very wrong.
Competing is not the same as harassing another player. Competing = hey i got this first in a limited spawn of monsters.
Harassing = How 'bout I take this kill while you’re trying to kill it. Repeatedly. In fact let me stalk you around the map.

Very thin ice you are treading.
I can be doing the same quest you are doing and progressing about the same pace and the quest leads me the to same area.

I’m not treading thin ice at all. It’s about the individual gamer’s judgement on whether or not it’s worth sending in a ticket to complain about it vs. talking to the other player or seeing if they’d rather party instead, both of which are rather obvious solutions to the problem in the first place and shouldn’t need outlined.

Are you sure this is a bannable offense? It looks like there are a few things you can do about it yourself, like switch channels or just come back later.
Switching channels is as much of a problem as killstealing is.
Without a cooldown or cap on it, people are free to switch to all channels, and kill all monsters, in all channels of that area.
And I quote:

This is pretty standard fare that everyone should know about gaming. I can’t think of a single game where this is not an offense.

Or you can actually report it to people who can do something about it. Or ask for help. or confront them.
The problem is most players have this attitude of “well that’s just how it is.” No, it doesn’t have to be that way at all.
Now I’m not saying someone should just up and report every time someone accidentally hits their mob. Anyone who’s played a range class knows this happens. You can also tell pretty easily the difference between an accidental hit, skill or splash damage and someone deliberately using you as a volantold tank.
There is no such thing as KS-ing or whatever. But there is actually something called harassment, HARASSMENT!
You cannot accuse someone because they kill the mobs before you. Obviously, mobs aren’t belong to only you and such players have better gears and skills to deal with mobs.
So what can you do? I would suggest forgive them and change channel in peace, or find another area. If they show any bad attitudes, REPORT them. Let IMC judge them, let God judge IMC.
Forgive them or throw a tantrum is up to you. Most of the time, players that done with those quests area will leave and you can do your quest, and I don’t think you have no chance to kill a mob. Unless you suck . . .
Special case: BOTS, freaking report them, no excuses.
