If you tried with someone else, I had an issue when I tried to do with a friend in the party. He got the NPC to show, but I didn’t. I had to restart and do it alone with another series of numbers.
Also, switch to keyboard. You can skip the first trigger and try talking to the first purifier after going to the location in Lot 2 - 1F. And check what @PrinceMark said.
