Hi would it be possible for the party with the information at hand to make a more in depth skill simulator? One that can show the upgrade difference of each rank of a skill, the cooldown of each skill( at the moment i see some skills have 1 minute cooldown but on video they are spammable), and the duration of buffs for buff skills?

We (TOSBase) are currently working on improving the current skill simulator so it will show the detailed description of each skill level as tooltip.
Right now you have to click on each skill and scroll to the bottom of that page to see all skill levels. (Some values are missing there and we still keep adding more when we have enough information)

Question about ice blast. It says it has 60 seconds cooldown but in the videos I see people spamming it.
Ice Blast can be used 3 times before the CD starts. You can see little black / yellow dots on the skill. Other skills have this aswell.
