Could you make an attribute to Freeze bosses, but instead of a Frozen status for 5 seconds that works like stun, make it work like a big slow like, 50%, and interact with ice blast and lightning property attacks (with cryomancer freeze attribute)

thats called a chronomancer 
I think that’s already possible with frost pillar… try it on a boss… FP then IB or IF then Electrocute
You can ice blast frost pillar, and that’s not chronomancer. if bosses we actually debuffed by ice they could take extra damage from lightning, which is already a low existing element.
