If my friend in Thailand gift me a pack through steam for me, can I be able to access in the USA? I currently live here and going back permanently on 20th May 2016. Is there region lock?
Another player in Argentina said he couldn’t send to his friend in Spain due to region lock. So i would assume yes on the region lock.
I heard that you can not gift it to someone in a region where the pack would be more expensive. I am not sure if that is true or not, but that would mean that your friend can not gift it to you, but you can gift it to them.

That is not only with ToS, it is Steam rules or w/e you want to call it., i would guess it is due to the difference of dollar price from region to region.
I can send gift to all Latin America, but i can’t send to the rest of the world.

I mean is the game pack itself region lock? Because it shows my Thai friend on my steam which I can gift it to him. My friend is checking that he could gift it to me or not but still I wonder if he can, would I be able to use his pack here?

Well it may be defined by the game company in the end by the looks of it, so disregard my first comment, but i can’t send some games as gift to a friend in Canada, unless i buy it from Humble Bundle or Indie Gala website, they provide keys through email, but not all the games are there including ToS packs, they aren’t either lol

Ok. I just stay in the US just for 2 months, I just wanna know is it different server or not? Let’s think if I purchase it through steam in US and moved back to Thailand, the store region would changed. And if so wouldn’t I lost my character that way… So confused…
