Since I can participate in the Goddess’ Grace event, an announcement just came out that it had started, and that I had to go to the city, but I do not see any npc, something similar happens to me with roulette, I have been collecting points, it is supposed that with 10 points you can spin, but I don’t know where to find the roulette.
For the Goddess Grace, there is a button to the right of the UI under “TP”, “News” and “Shop” that looks like a tree branch. Click on it to start the lottery. I’m pretty sure the roulette is similar.

It appears whenever world boss Moringponia is killed.
The roulette NPC is in the north/central part of Klai near the fishing NPC but only if you are on a Growth server.
