Try to download applocale from microsoft and use it to start the game (or steam) with the language setting for ENGLISH.
It seems that the game does not have an entry for the error message about the IPF Files being corrupt. This is a (bad-made) security feature to protect the client from hacks. There are some infos on the forums and I won’t explain it much but you could just delete the complete game (uninstall and delete folder) or you could verify game cache with steam (or you could look into the main directory/release and delete files which do not belong there (for example some error-dump-files count as hacks - even when they are made by the game … )
