Dude, it has a Overheat of 4. You can use it 4 times b4 it goes into a 7 second cooldown. It’s a pretty ■■■■■■■good skill for constant dps, considering it hits twice per cast for 27SP.
If you have high crit (which you should), it’s free DPS time.
You don’t know about overheat skills? Twin Arrow is one of them.
Speaking of skills we don’t understand, someone explain Rain to me.
The CD seems way too long and I haven’t found any hint that it might be a over heat skill

Twin arrow is an extremely useful skill. I thought it would be completely useless at first, but it’s actually one of the skills I spam the most. Each point you put into it (up to lvl 5) gives it +1 overheat shot. At max level, you can fire it up to five times before it goes on CD which is a mere 7 seconds!
It fires TWO arrows that scale off your normal base auto attack damage + the skill’s damage. This is very useful for diminishing tanky enemies’ HP and on bosses compared to spamming heavy shot on them. Comparing it to heavy shot, it does a lot more damage than a level 10 heavy shot (unless the enemy is armored). It’s also slightly more SP efficient than a level 10 heavy shot as well.
So, if you’re wondering whether you should take it and/or max it out, the answer is YES.

below lv 150 twin arrow is good
the damage is fairly ok but the bonus damage the skill provides is only for the first hit, the 2nd hit is your normal damage with no skill bonus
so with 500 patk and 200 skill damage your hits would be 700 + 500 instead of 700+700
pretty ok as a filler for boss dps
It does 50% extra damage against cloth armor enemies.
It’s 20k~25k each shot dmg on crits against these,with 100% attribute.
