Beginner and Veteran pack have been removed from store but unfortunaly Steam didn’t removed them from Steam App.
This is a problem caused by Steam.
Try to send a ticket to IMC and Steam.
Explain that you were able to buy a pack that shouldn’t have been available for purchase and you ask a refund.
Show them the screenshot.
