Hp rec rate is not working as it should (squire's hp recovery food)

Bug Description :
Squire’s hp recovery food is not working as it should.
Normal cycle is 20s, with food should be 14s, but still 20s.

Steps to reproduce the issue :

1. not having full heath points
2. time how many seconds it takes to recover hp
3. write down the time
4. go to the food table and eat the HP recovery rate food
5. not having full heath points
6. time how many seconds it takes to recover hp
7. write down the time
8. note that there was no difference when there should be a 30% decrease
