The description of this Art seems to imply that all skull archers will have reduced delay before attacking, does it mean it basically increases attack speed/dps?
imo yes but can be wrong 
It decreases the delay before they use their attacks, so they use their attacks more reliably on cooldown and don’t wait before attacking. This ultimately results in a DPS increase and more frequent attacks.
