There are too many topics in various forums and sites about this map, but all that I found are from 2016~2015 about this incomplete map. I need to know if now is possible to get 100% in sanctuary.

Yes it’s possible with at least Psychokino lv10 Teleport I think
I did with Psychokino’s Teleportation lv.15, then a friend with Templar managed to get all other people there.

I confirm it works with Kino Teleport level 15. I used a rank reset event to complete that map, but there’s still a little gimmick: you need your character to face the direction you want to teleport during the animation, otherwise you’ll constantly teleport in the wrong direction. Took me a lot of tries to figure out how to get there, because the animation doesn’t point to the direction your character is facing.
There is no known way to explore Sanctuary 100% by normal means. Only kino3.
If you don’t have a Templar to mass teleport people to 100% the map, you can also bring a Linker with Physical Link which will achieve the same result.
