I think this is an addon like Exp Viewer.
I found another player who also has this information at disposal
the only addon that is allowed is the exp viewer, as seen in the picture this addon (or not) also provides information on players.

This is an unofficial addon created by the person who made “EXP Viewer”.
This addon is probably illegal since the purpose of the future class “Appraiser” is to reveal those information… Therefor i would advice not to use it
