To use shout have it that you must complete lvl dungeon 50 and 90 make it so that you must be somewhere in the lvl 90 main quest line lets say up to the point where you get to Fedimian and or make it so you need a certain amount of side quests done along with that requirement.

Wouldn’t matter setting level / quest restrictions to shout.
Botters/spammers would find a way around it. They aren’t stupid.
Make 300 bots a day everyday and grind, say, 90 days to get lvl 90.
After the first 90 days they would have an army of 300 spammers a day just to get banned and shout for a few hours.
Doing quests / dungeons is trivial for bots. Bots can party with themselves and get through the dungeon. Botters will eventually find the best combination of party members to do the dungeon easily and make all the bots those classes to be able to spam shouts.
They have to pay real money to buy megaphones (and even new accounts during early access month), but it’s an investment. They can actually profit and make up for that with their spamming and people buying from their sites.
May be a solution in short term, but after a while they will get around it.
why not just have all three requirements? finish both dungeons have to get to the main town and have a certain amount of side quests completed? i mean they would have to do that for every single account and once they are banned they have to do it over again.
