I always thought that it was just preventing from muttering skills, but apparently it also prevents basic attacks. Why not rename that to something more meaningful then?

IMC take things to the extreme lol.
Ah but there is one debuff that is related to attacks, so that one should be ok to lock the char attacks.
Maybe it’s one of those disarm-like skills like Fencer’s.
