Their thinking is that if they give us enough, we’ll be so excited about leveling alts for R8 we won’t notice any of the problems.
The more the better. 
Especially now that we are getting 4x and 8x exp tomes for +120% and +240% exp respectively.

It’s highly depending on what is free. If you give me a free lvl max I will not enjoy playing my character anymore (in ToS). It’s like those trash MMO where they give you so much free things that you don’t have the time to hit a single Poring.
Well, they don’t have weight…
You can always prepare your ritual like I did:
Not as if its game breaking or anything, its only really worth in missions, and you can only do missions 2~3 times a day unless you use instance reset voucher, besides, 30% exp isn’t much.
I can’t compare that to a max level character because you basically do nothing to get it, but you still have to actually spend effort to get exp even if you have many 8x exp tomes with 240% bonus exp.
