It’s been a while since I last logged in ToS due to DCs and LAG in south american server. So how is it nowadays? Is it at least acceptable to a normal gameplay?

what are you talking about?, we do have SA server
silute = SA
what he means is that the current silute server is still being host outside SA cause all of the problems it had in the beggining, its playable tho, it has a high ping because of the location, just try it out and see it by yourself 
It’s a NA server called SA to trick BRs into a massive lag trap to make them all quit.
