How do people have sockets in their crafted weapon without losing potential?

I thought you lose 1 potential when you add sockets but I seen sage wall and a purple spear have sockets but full potential, how is that done?

Some weapons innately have a socket.
I.E. It comes on the weapon when it’s found/made.

You only lose potential if you have to dig a socket slot on item
