What i have to do in ToS to create a Guild

you have to file paper work at your government building. Its the form titled GILD-IDT

Guild is not in game yet.

as far as we know. The only information we have is that they said that the only class that can create a guild In game is a Templar(not sure yet). That as far information we have right now
