How can I add secondary stats to my equipments?

Yeah, I’m still a noob in this game and don’t really know how can i add secondary stats to an item.
Those under the primary/secondary attack (I don’t know if those stats are called secondary stat but I’ll just use that for now)

Do I need like a specific item for those stats?

Please let me know, every detail/advice will be very helpful to me!

it can be from Enchant Scrolls, and also from Rare/Unique/Legend Jewels.
jewels can be obtained randomly through Item Dismantling at the Blacksmith (or buy them at Market),
Enchant scrolls thru TP or freebies.
