How attack speed work in this patch?

i see some skill give us a attack speed boost so i want to know how it work now

I think i remember attack speed now is also tied to faster skill animations?
i kinda need confirmation on this.

Only some skills are affected. The skills should have an [ATK speed] box in their tooltip if they are affected.
On that note, i wish my skills were affected
