Won’t work. Ice Rune does not affect Hail and Frost Cloud.
why not if those are ice dmg
doesn’t affect AoE Ice Damage, everyone gets you not understanding it though, as this would be the only good use for Rune Caster.

Is the build of kings still a thing?
This build quite popular in GvG kToS, they surround fireballs with icewalls, maximize attack buff and create super machine gun effect.
