So, what would be the highest dps cleric build? Would it be something like a STR monk or Cleric build or would it be something like an Int Champlain or Krivis?

I really can’t answer what is the best dps atm, to many skills got changed around and a lot of builds aren’t properly tested.
But these should be the pve top contenders:

Dievdirby3 can do a ton of dmg with carve owl, but they’re on a long cd and are stationary totems that attack in a cone in front of them only.
Timing and placement are incredibly important, and it only shines vs difficult content. (Neat combo with druid2 or druid/pd.) -
Chaplain can do some pretty high damage as well, but it’s tied to auto attacks mostly and doesn’t have to many build options. (can’t effigy/OoB and auto attack at the same time. Which leaves krivis, druid and plague doctor as better dmg options for r6-7.)

A bokor/sadhu combination can deal damage with both effigy and out of body at the same time. But out of body was nerfed pretty badly so i’m not sure how much dmg it can do currently.

Other then that you’ll have to look at the hit limit spells like zaibas, possession and cure. But they need a linker to ensure they deal decent dmg.
No one really knows right now, that’s the fun and challenging part. Builds are really diverse, but I know for sure that Cleric class is pretty difficult to do damage with. It’s pretty nice going hybrid/ though. My current build is aiming for C3 paladin for my damage skills with a focus on STR. It does well in dungeons as a dps with great support.
