Are you asking which is better in terms of dps? or pvp? or burst damage? or leveling? or damage per skill points?

steady aim is the most usefull out of all three skills youll use it forever. Other 2 become weak real fast after ranking up.

What about High Anchoring and Time Bomb Arrow?
Most of the times people don’t read what I write anyway. They just focus on the question. Besides, I thought people normally go, “Oh, you shouldn’t use this skill, it’s just good for grinding but will be useless later on!” In any case, yes, I’m going for Full DPS.

high anchor is very weak, time bomb is only good for pvp

Steady Aim is solid and imo the best ranger skill as you will use it even at higher levels. If you have ranger in your build regardless of how many circles or ranger you’ll put steady aim in your rotation since its a buff. This applies to most early ranks across all classes. I still use it on my 248 archer.
Time bomb is meh when you compare it to full draw or any other archer crowd control.
High anchoring I personally don’t care for since its a line attack and most enemies arent going to be clumped in the shape of a line.
If you plan on going into more ranks of ranger then your game plan changes as to what you should level but no one will be able to give you feedback as to if a spell is good or not without knowing what your aim for character type and build is.
This is my two sense but I really would advise to remake the post in the archer section with some more information about your build and playstyle. This is for your own sake as the archer community will give you more thorough feedback. The class sections have less trolling and sh*t posting in them compared to the general discussion.
