That is not direct related tho, it’s probably someone at IMC that messed up a file (one of the Steam API) with the first run one, you know, when you install a new game through Steam it does run the dependencies installation (VB Runtimes, DirectX, etc…).
Since you have it installed already, it will just ignore and run the game.
