Stupid answer: Cry more, 1000th topic about it, try search the answer on Forum.
Normal answer: Because they’re testing changes on KTOS. Each week they buff/nerf some skills and those changes may are too much or may unbalance another class.
Since ToS is a MMORPG and not a MOBA where you can change your character instantly if you don’t like the changes, only when Guild War/PvP become “balanced” and PvE “enjoyable” for Koreans they’ll bring those changes to iTOS.

Anyone familiar with Ragnarok would know of the ridiculous length of time between the patches in Korea and when they got released in Int. The whole “they’re just testing it in the korean version first!” is a flimsy excuse to not patch the international game out of laziness.
Honestly, there is nothing to lose by simply syncing the patches up now, especially after new player restrictions. In fact the most significant updates we have gotten since release have been restrictions, there have been literally no content updates. I feel like instead IMC is actively trying to kill this game and is flabbergasted that people are still here.
For instance they say they don’t want to release the battle league over here because PvP is unbalanced. It’s ALWAYS going to be unbalanced in this game. Players just want something to do. There’s a myriad of other class problems and mission gripes that have been fixed for a while in kTOS while they remain a broken mess here for no reason.
Complain here seems not helping.
My wallet is shaking with new costumes but I will not throw any money on IMC until I see solid updates in swordsman tree. This is the smartest thing you can do.
