I’ve been farming in level 290+ maps for journal killcount and it seems that mobs in these maps do not drop hethran badges at all. This is especially obvious in maps with high mob density AND purportedly “high badge droprates” such as Tevhrin Cave Section 5 and Phamer Forest. I’ve killed hundreds of mobs in both maps and not gotten a single badge, whereas maps such as Inner Wall District 8 (lv279) can yield as many as 5 badges an hour.

Perhaps the bottom part might help you a little regarding drop rates.
Or, perhaps, it could just be bad luck.
Unfortunately, I’ve also farmed extensively in Tevhrin Cave Section 5, Martius Storage, and Phamer Forest. None of my hour-long farming sessions in either of these “high droprate” maps yielded any badges.
