When using those skills Is the movement speed based on skill level or something else? Upgrading those skills levels only affects damage?

Keep shield charge and slithering at lvl 1, only dmg increases with skill level. Shield charge moves at the regular 30 move speed. Slithering is like half of that or so.
Montano, has a 1 second stun. The attribute size slow is the winner here. It adds slow for up to 6/4/2 seconds for small/medium/large monsters.
