according to the add on manager i have a lot of addons but when i look athe the add on folder in the tos directory its not there
i recently re installed tos and is not in default directory
When you reinstall tos, you make addon manager out of sync, so to fix this, you can find settings and addon cache in %AppData%\tree-of-savior-addon-manager. Open the run prompt or Windows Explorer and type that path in to open it. Clear all files inside , ,rerun addon manager and install addon, you should be good now.

That is a way to find the folder, if you found it, just delete all file inside.
Edit: are you sure you found the right folder, because it quite hard to find it manually. I suggest you copy the path I gave and paste to the Run in the Window program.

for future reference run(like cmd or command prompt) %AppData%\tree-of-savior-addon-manager
then delete everything
then you need to browse your tos folder then reinstall all addons you like
