First, i think 2 hand spears come with 75
Second: no you cant, 2H spears are for cataphract

According to tosbase’s database, the lowest level 2 handed spear is 40 then 75. You have to be Cata like gungnir said. What you can go do though is go Sword->Sword->Hoplite->Cata->Hoplite. Just an example though.
