Help! Can't trigger hidden quest, is it still available?

Hello i’m a new player and just have played since May 2020. Lately i found there are a lot of hidden quest and trying to start doing them.

So i follow the instruction about
Military Support hidden quest,

after talking to 3 soldier recruitment board and bulletin board near the statue, i try to talk to Knight Titas but the option to Military Support just don’t appear. Can anyone help me, please?

I think you need to finish Ep10 before you can do side quests

But yeah that quest is still available. Did it just last week
