With all due respect, you guys need to learn to block people and move on. That is not harassment. Stalking you around and KS’ing you through multiple channels, spamming Red Orbs spawns onto lower-level players, repeatedly insulting and/or spouting racism comments on the Shout chat, THAT is harassment. Getting into an argument with a guy in whisper, is not. You even joined in by insulting him back, as shown in your screenshot, so with your logic shouldn’t you both be punished?
If this bothers you to the point of wanting staff to intervene, then you’re not gonna be very happy with what lies ahead for you in life.

It’s in the best interest of someone trying to convince people to spend as much time as possible in an environment/invest in to try to make it a pleasant one. Random guys saying stuff of that nature to me is not my idea of a hangout place.
That being said, you should wait for them to reply to your ticket rather than post it, chances are no one seeing this even knows that guy.
Besides, you’re showing us his reply to something you did/said and implied you made him mad. It seems not unlikely that you started it by doing/saying something of similar nature.

When it’s directed at only you and not through Shout chat, and you choose to let it bother you instead of blocking it and then ask for Staff intervention, then yes the whole situation is petty. Your particular situation is worse since you decided to insult the guy back, but then play the role of victim.
Also, the Terms of Use is usually used to cover the reasons for actions taken on Users by the Staff when it warrants it. Unfortunately for you, this does not warrant it.
